don't create any commit if a PIN/UNPIN wouldn't change the state of the file

When a PIN is set to the last version of an item, unpinning the item will not change its content. The effect of UNPINning is only, that the item will take place in further commits to the item.
Same for pinning: If a pin is assign to the last version of an item, this will not change the content of the item, only the internal handling of further commits.
